dc.description	Digital transformation has become a key driver of the progress of public organizations globally. In Algeria, public sector organizations face the challenges of modernization and increased efficiency. This memorandum addresses the role of digitalization in the context of the higher education sector, specifically at the level of the Directorate of University Services of the State of Mila, in rationalizing public expenditures, where this sector faces major challenges at the level of controlling needs and expenditures in exchange for providing quality services for students and workers. Digital transformation, defined as the integration of digital technology into all aspects of an organization, provides an opportunity to address these challenges and improve the performance of a university service organization. This study is based on a theoretical framework in which we address the concepts of digital transformation or digitization, as well as public expenditures, and then the applied aspect, where the study of figures and statistics related to several departments at the level of the Directorate of University Services - Mila - before and after the introduction of the digitization element is addressed in order to come up with results on the extent of the impact of this element on therationalization of expenditures.	en_US
dc.description.abstract	لقد أصبح التحول الرقمي محركا رئيسيا لتقدم المؤسسا ت العمومية على مستوى العالم وفي الجزا ئر تواجه مؤسسا ت القطاع العمومي تحديات التحول الرقمي وزيادة الكفاءة، تتناول هذه الد را سة دور الرقمنة في سياق قطاع التعليم العالي وتحديدا على مستوى مديرية الخدمات الجامعية لولاية ميلة في ترشيد النفقات العمومية، أين يواجه هذا القطاع تحديات كبيرة عتى مستوى ترشيد النفقات مقابل تحسين الجودة في الخدمات بالنسبة للطلبة والعمال على مستوى مديرية الخدمات الجامعية ميلة . يوفر التحول الرقمي والذي يعرف بأنه دمج التكنولوجيا الرقمية في جميع جوانب المؤسسة، فرصة لمواجهة هذه التحديات وتحسين أداء مؤسسة الخدمات الجامعية. تعتمد هذه الد را سة على إطار نظري نتطرق فيه إلى مفاهيم التحول الرقمي أو الرقمنة وكذلك إلى النفقات العمومية، ثم الجانب التطبيقي حيث يتم التطرق إلى د را سة أرقام وإحصائيا ت متعلقة بعدة أقسام على مستوى مديرية الخدمات الجامع ية -ميلة- قبل إدخال عنصر الرقمنة وبعده من أجل الخروج بنتائج حول مدى تأثير هذا العنصر على ترشيد النفقات	en_US
