| Abstract: | تهدف هذه الد را سة إلى إبرا ز أثر الحوكمة الرقمية على السلوك التنظيمي داخل بريد الجزا ئر، من خلال د را سة حالة وحدة ميلة، باعتبار أن الحوكمة الرقمية أصبحت من أهم الآليات الحديثة التي تعتمد عليها المؤسسات العمومية لتحسين الأداء الإداري وتطوير الخدمات وتعزيز الشفافية والفعالية. وقد سعت الد ا رسة إلى معرفة مدى مساهمة تطبيق الحوكمة الرقمية في تحسين سلوك العاملين داخل المؤسسة من خلال تعزيز الالتزا م الوظيفي، وتحسين الاتصال الإداري، وتطوير ثقافة العمل الجماعي، والرفع من مستوى الأداء الوظيفي . اعتمدت الد را سة على المنهج الوصفي التحليلي، حيث تم جمع البيانات من خلال استبيان وُزّع على عينة من موظفي مؤسسة بريد الجزا ئر – وحدة ميلة، ثم تحليل النتائج باستخدام الأساليب الإحصائية المناسبة. وتوصلت الد را سة إلى وجود علاقة ذات دلالة إحصائية بين تطبيق الحوكمة الرقمية والسلوك التنظيمي، حيث ساهمت الرقمنة في تحسين سرعة تبادل المعلومات، وتسهيل الإجر ا ءات الإدارية، وتعزيز الشفافية والانضباط داخل المؤسسة، كما ساعدت في رفع مستوى رضا الموظفين وتحسين جودة الخدمات المقدمة للمواطنين . كما أظهرت الد ا رسة أن نجاح الحوكمة الرقمية يرتبط بتوفر البنية التحتية التكنولوجية، وتكوين الموارد البشرية، ونشر الثقافة الرقمية بين العاملين، إضافة إلى ضرورة دعم الإدارة العليا لعمليات التحول الرقمي. وأوصت الد ا رسة بضرورة تعزيز استخدام الأنظمة الرقمية الحديثة، وتكثيف برا مج التكوينوالتدريب، والعمل على تطوير بيئة تنظيمية مرنة تساهم في تحسين السلوك التنظيمي وتحقيق الكفاءة داخل المؤسسة |
| Description: | This study aims to highlight the impact of digital governance on organizational behavior within Algeria Post through a case study of the Mila Unit. Digital governance has become one of the most important modern mechanisms adopted by public institutions to improve administrative performance, develop services, and enhance transparency and efficiency. The study sought to determine the extent to which the implementation of digital governance contributes to improving employees’ behavior within by strengthening job commitment, improving administrative communication, developing a culture of teamwork, and enhancing job performance. The study adopted the descriptive analytical approach. Data were collected through a questionnaire distributed to a sample of employees at Algeria Post – Mila Unit, and the results were analyzed using appropriate statistical methods. The study found a statistically significant relationship between the implementation of digital governance and organizational behavior. Digitalization contributed to improving the speed of information exchange, facilitating administrative procedures, enhancing transparency and discipline within the foundation, as well as increasing employee satisfaction and improving the quality of services provided to citizens. The study also showed that the success of digital governance is linked to the availability of technological infrastructure, the training of human resources, and the spread of digital culture among employees, in addition to the support of top management for digital transformation processes. The study recommended strengthening the use of modern digital systems, intensifying training programs, and developing a flexible organizational environment that contributes to improving organizational behavior and achieving efficiency within the |
