dc.descriptionThe study concluded that sustainable finance represents a significant shift in the traditional financial system by integrating Environmental, Social, and Governance (ESG) standards into investment and credit decisions. The findings also showed that smart cities require massive investments in both physical and digital infrastructure, while their financing is characterized by high costs, long project lifespans, and elevated risks. Singapore’s experience confirmed that the success of smart city transformation depends on several interconnected factors, including strong political will, long-term planning, advanced infrastructure, investment in human capital, partnerships with the private sector, and the diversification of funding sources through innovative financing tools. The study also highlighted major challenges facing sustainable finance, such as difficulties in measuring social and environmental returns, the lack of unified standards, and the risks of greenwashingen_US
dc.description.abstractهدفت هذه المذكرة إلى د را سة دور أدوات التمويل المستدام في تمويل البنية التحتية للمدن الذكية، مع التركيز على تجربة سنغافورة كنموذج عالمي رائد في هذا المجال. بالاعتماد على المنهج الوصفي اولتحليلي من خلال د را سة الأدبيات والمرا جع العلمية المتخصصة في مجالات التمويل المستدام والمدن الذكية وتمويل البنية التحتية، إضافة إلى استخدام منهج د را سة الحالة لتحليل تجربة سنغافورة بشكل معمق، مع إبرا ز عوامل نجاحها في التحول إلى مدينة ذكية وأهم أدوات التمويل المستخدمة فيها . توصلت الد را سة إلى أن التمويل المستدام يمثل تحولا مهما في النظام المالي التقليدي عبر دمج معايير الحوكمة البيئية والاجتماعية والمؤسسية (ESG) في القرا را ت الاستثمارية. كما أظهرت النتائج أن المدن الذكية تحتاج إلى استثما را ت ضخمة في البنية التحتية المادية والرقمية، وأن تمويلها يتسم بارتفاع التكاليف وطول عمر المشاريع والمخاطر المرتفعة. وأكدت تجربة سنغافورة أن نجاح التحول إلى مدينة ذكية يرتبط بتكامل عدة عوامل، أهمها الإرا دة السياسية، التخطيط طويل الأجل، البنية التحتية المتطورة، الاستثمار في رأ س المال البشري، والشرا كات مع القطاع الخاص، إلى جانب تنويع مصادر التمويل باستخدام أدوات مبتكرة. كما أبرزت الد را سة تحديات التمويل المستدام، مثل صعوبة قياس العائدين الاجتماعي والبيئي، وغياب المعايير الموحدة، ومخاطر الغسيل الأخضرen_US
