| Abstract: | تناولت هذه الد را سة موضوع دور الرقمنة في عصرنة أداء الجماعات المحلية، وللإجابة على إشكالية هذا الموضوع اتبعنا المنهج الوصفي والمنهج التحليلي لأن التطبيق الفعلي للرقمنة يجعل الإدارة أكثر قربا من المواطنين عن طريق الولوج للخدمات الرقمية و تتبع إجرا ءات الملفات الإدارية عن بعد، وهذا من شأنه بناء علاقة اتصالية ناجحة بين الإدارة والمواطنين في تحسين الخدمات المقدمة، من هذا المنطلق يتطلب من و زا رة الداخلية والجماعات المحلية خاصة المؤسسات العمومية رصد كل الإمكانيات لتطبيق الرقمنة التي أصبحت مهمة في الجماعات المحلية، كما توصلنا إلى مجموعة من نتائج أهمها غياب الرقمنة يؤدي إلى تدني مستوى الخدمات المقدمة، تطبيق الرقمنة يتطلب كفاءات ومها را ت متخصصة، وتم التأكيد على مجموعة من التوصيات متمثلة في توفير البنية التحتية وتأهيل الموارد البشرية ، إقترح تصميم نماذج رقمية و تكييفها مع إمكانيات الجزا ئر على مستوى الجماعات المحلية |
| Description: | This study addressed the topic of the role of digitalization in modernizing the performance of local communities. To answer the problem statement of this topic, we adopted the descriptive and analytical approaches, as the effective implementation of digitalization makes the administration closer to citizens by enabling access to digital services and allowing remote tracking of administrative procedures. This contributes to building a successful communicative relationship between the administration and citizens and improving the services provided. From this perspective, the Ministry of Interior and Local Communities, especially public institutions, are required to allocate all necessary resources to implement digitalization, which has become essential within local communities. The study also reached a set of findings, the most important of which are that the absence of digitalization leads to a decline in the quality of services provided, and that implementing digitalization requires specialized competencies and skills. Furthermore, a number of recommendations were emphasized, including providing infrastructure, qualifying human resources, proposing the design of digital models, and adapting them to Algeria’s capabilities at the level of local communities. |
