dc.description.abstractInstitutions constitute a cornerstone in achieving economic and social development. In recognition of this role, the Algerian legislator broadened the scope of individuals authorized to establish enterprises. This was effected by Law No. 22/22, which supplements Ordinance No. 06/03 — bearing the General Statute of the Civil Service — through the introduction of a new legal mechanism: the right of the public servant to benefit, once during their professional career, from an unpaid leave of absence for the purpose of creating a business, subject to the fulfillment of specific legal conditions.The granting of such leave entails a temporary suspension of the employment relationship, and produces several legal effects, including the suspension of salary, seniority accrual, and promotion entitlementsen_US
