dc.description	This study aimed to measure and analyze the impact of digital transformation across its three dimensions (structural and organizational, functional, and technical and informational) on the management of the public budget at the Municipality of Oued Endja in Mila Province. To achieve the study’s objectives, a descriptive approach was adopted for the theoretical framework, while a case study method was applied to the practical part. A questionnaire was designed as the primary data collection tool and distributed to a purposive sample of (30) employees and officials within the municipality's administrative and financial departments. The collected data were statistically processed and analyzed using the Statistical Package for the Social Sciences (SPSS v.27). The study's primary and overall finding revealed the existence of a statistically significant positive impact (α ≤0.05) of digital transformation as a whole, as an integrated strategic package, on public budget management. This was indicated by a correlation coefficient (R) of (0.561), reflecting a strong positive relationship, and a coefficient of determination (R2) of (0.315), which means that digital transformation accounts for (31.5%) of the variance in budget management efficiency. In light of this core result, the study recommended accelerating the operational activation of electronic signature mechanisms, upgrading the technological infrastructure, and intensifying specialized training programs for employees to keep pace with modern budgetary reforms in Algeria	en_US
dc.description.abstract	هدفت هذه الد را سة إلى قياس وتحليل أثر التحول الرقمي بأبعاده الثلاثة البعد الهيكلي والتنظيمي، البعد الوظيفي، البعد التقني والإعلامي في تسيير الميزا نية العمومية ببلدية وادي النجاء بولاية ميلة. ولتحقيق أهداف الد را سة، تم الاعتماد على المنهج الوصفي في الشق النظري، وأسلوب د را سة الحالة فيالشق التطبيقي؛ حيث تم تصميم استبيان كأداة رئيسية لجمع البيانات وتوزيعه على عينة قصدية شملت ( 30 ( موظفاً وإطا را بالمصالح الإدارية والمالية للبلدية محل الد را سة. تمت معالجة البيانات وتحليلها إحصائياً بالاستعانة ببرنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS v.27) . وقد خلصت الد را سة في نتيجتها المحورية الإجمالية إلى وجود أثر إيجابي طردي ذو دلالة إحصائية عالية عند مستوى معنوية (α ≤0.05) للتحول الرقمي إجمالاً كحزمة إست ا رتيجية متكاملة في تسيير الميزا نية العمومية بالبلدية؛ حيث سجل معامل الارتباط (R) قيمة موجبة بلغت (0.561) تعكس علاقة طردية قوية، في حين بلغت قيمة معامل التحديد ) 2(R قيمة قدرها (0.315) ، مما يعني أن التحول الرقمي الإجمالي يفسر ما نسبته (31.5%) من التغيرا ت والتطو را ت الحاصلة في كفاءة تسيير الميزا نية المحلية. وفي ضوء هذه النتيجة، أوصت الد را سة بضرورة الإسرا ع في التفعيل التنفيذي لآليات التوقيع الإلكتروني، وتدعيم البنية التحتية التكنولوجية، وتكثيف الدورا ت التكوينية للموظفين لمواكبة الإصلاحات الميزا نياتية الحديثة في الجزا ئر .	en_US
