dc.description	This research addresses the mechanisms for combating illegal migration in Algeria, highlighting it as a complex phenomenon with legal, security, and social dimensions that has evolved into a major challenge affecting state sovereignty and stability. The study emphasizes Algeria’s strategic position as both a transit and destination country, which has led to the development of a strict legal framework, particularly Law 08-11, to criminalize irregular migration and migrant smuggling networks. It explores the core issue of balancing national security with human rights protection, while analyzing the economic, political, and geographical factors driving migration, as well as its legal consequences. The research also examines international efforts, especially the Palermo Convention, along with security and technological cooperation, concluding that effective management of illegal migration requires a comprehensive approach combining legal deterrence, development policies, and international collaboration	en_US
dc.description.abstract	يتناول هذا البحث موضوع آليات مكافحة الهجرة غير الشرعية في الجزا ئر، باعتبارها ظاهرة معقدة ذات أبعاد قانونية وأمنية واجتماعية، تحولت من مجرد حركة تنقل إلى تحدٍ يمس سيادة الدولة ويهدد استقرا رها. يبرز البحث الدور الاسترا تيجي للجزا ئر كدولة عبور واستقرا ر نتيجة موقعها الجغرا في، مما دفعها إلى تطوير منظومة قانونية صارمة، خاصة من خلال القانون 08 - 11 ، لتجريم مختلف أشكال الهجرة غير النظامية وشبكات تهريب المهاجرين. كما يناقش الإشكالية المتمثلة في التوازن بين حماية الأمن الوطني واحترا م حقوق الإنسان، ويحلل الأسباب الاقتصادية والسياسية والجغرا فية التي تدفع إلى الهجرة، إضافة إلى آثارها القانونية. ويعرض كذلك الجهود الدولية، خاصة اتفاقية باليرمو، والتعاون الأمني والتقني لمكافحة الظاهرة، مع التأكيد على أن المعالجة الفعالة تتطلب مقاربة شاملة تجمع بين الردع القانوني والتنمية والتعاون الدولي .	en_US
