dc.description	Transnational Organized Crime And Mechanisms For Combating It Digital Gangs As A Model. This study focuses on the escalating activity of digital gangs and their severity as a new face of transnational organized Crim ,this gange pose and the legal and security challenges making tracking and prosection difficut, similar to electronic search and investigation procedures. The study aimed to clarify the concept of digital gangs, their organizational characteristics, and their operational mechanisms, while analyzing relevant legal texts and international agreements, and evaluating international cooperation in combating them through the adoption of a descriptive-analytical approach. The study showed that technological devlopment has contributed to the expansion of digital gang crim, in contrast to the limited and weak international coordination and the disparity in national legislation. It concluded that it is necessary to strengthen judicial cooperation and international security by adopting binding international agreements specific to cybercrimes, activating universal jurisdiction over serious digital activities, accelerating the electronic exchange of digital evidence, and developing digital monitorin mechanisms and specialized training for relevant agencies.	en_US
dc.description.abstract	الجريمة المنظمة العابرة للحدود الوطنية وآليات مكافحتها العصابات الرقمية نموذجا تتمحور حول تصاعد نشاط العصابات الرقمية ومدى خطورتها باعتبارها وجه جديد للجريمة المنظمة العابرة للحدود، والتي تطرح تحديات قانونية وأمنية لصعوبة التتبع والملاحقة القضائية غراراً عن إجرا ءات البحث والتحقيق الالكتروني، من خلال تبيان مفهوم العصابات الرقمية وخصائصها التنظيمية وآليات عملها، مع تحليل النصوص القانونية والاتفاقيات الدولية ذات الصلة، وتقييم التعاون الدولي في مكافحتها عبر اعتماد المنهج الوصفي التحليلي في ذلك، حيث أن التطور التكنولوجي ساهم في توسع إجرا م العصابات الرقمية مقابل محدودية التنسيق الدولي وضعفه وتفاوت التشريعات الوطنية؛ كما خلصت لضرورة تعزيز التعاون القضائي والأمن الدولي من خلال تبني اتفاقيات دولية ملزمة خاصة بالجرا ئم السيبيرا نية، وتفعيل الولاية القضائية العالمية في الأنشطة الخطيرة الرقمية وتسريع تبادل الأدلة الرقمية الكترونيا، إضافة لتطوير آليات الرصد الرقمي والتكوين المتخصص للأجهزة المختصة.	en_US
