| dc.description | This study aims to analyze the institutional framework for investment in Algeria under Law 22-18, and to evaluate the role of central and decentralized bodies in promoting projects and improving the business climate. The first chapter examines strategic central bodies (such as the National Investment Council, the National Investment Fund, and the Algerian Investment Promotion Agency), highlighting the role of the "Investor's Digital Platform" in digitizing and simplifying procedures. Meanwhile, the second chapter is dedicated to decentralized bodies (the Single Window, local authorities, and provincial investment funds) and their effective role in overcoming bureaucratic obstacles and bringing the administration closer to the local investor.The study concludes that the reforms introduced by the new law have brought about a qualitative leap in the efficiency of the investment system. | dc.description.abstract | تهدف هذه الد را سة إلى تحليل الإطار المؤسساتي للاستثمار في الجزا ئر في ظل القانون 22 - 18 ، وتقييم دور الهيئات المركزية واللامركزية في ترقية المشاريع وتحسين مناخ الأعمال . وقد تناول الفصل الأول الهيئات المركزية الاسترا تيجية )كالمجلس والصندوق الوطنيين للاستثمار، والوكالة الجزا ئرية لترقية الاستثمار(، مع إبرا ز دور "المنصة الرقمية للمستثمر" في رقمنة وتبسيط الإجرا ءات. بينما خُصص الفصل الثاني للهيئات اللامركزية )الشباك الوحيد، الجماعات المحلية، والصناديق الولائية(، ودورها الفعال في تذليل العقبات البيروقرا طية وتقريب الإدارة من المستثمر المحلي . وخلصت الد را سة إلى أن إصلاحات القانون الجديد قد أحدثت نقلة نوعية في كفاءة منظومة الاستثمار، غير أن تحقيق الأهداف كاملة لا يزا ل يتطلب معالجة بعض العرا قيل الإدارية والتنظيمية وتعزيز التنسيق بين مختلف الفاعلين . | en_US |
