Abstract

This topic deals with administrative control over construction and urban planning in Algerian legislation by studying the conceptual and legal framework of construction, urban planning, and administrative control. It also analyzes the legal basis and control authorities, as well as the mechanisms of control such as urban planning schemes, permits, and certificates, in addition to the penalties resulting from violations of construction and planning rules. The study concluded that the Algerian legal system provides an integrated framework for regulating urban development; however, its effectiveness depends on its practical implementation and coordination between different administrative and judicial bodies in order to achieve organized urban development and protect public order in urban spaces.
