| Abstract: | يُعدّ الفساد الإداري من أخطر الظواهر التي تنخر في جسد الإدارة العامة وتُعيق مسيرة التنمية، ولمواجهة هذا التحدي باتت الإدارة الإلكترونية خيا را إسترا تيجياً لا غنى عنه، فإمتلاك المعلومة وتوظيف تكنولوجيا الإتصالات والمعلوماتية أصبح المحرّك الأساسي الذي تستند إليه الدول لتحديث منظوماتها الإدارية وتعزيز سيادتها. وفي هذا الإطار، سعى المشرّع الجزا ئري إلى مواكبة هذا التحول الرقمي من خلال منظومة تشريعية متكاملة تجمع بين قوانين الوقاية من الفساد ومكافحته وتعزيز الحوكمة الإلكترونية، بهدف عصرنة الإدارة العمومية والإرتقاء بجودة الخدمة العامة، وتكمن أهمية هذا التحول في توظيف أساليب إلكترونية دقيقة وأنظمة رقابية ذكية قادرة على تضييق مجالات الفساد الإداري والمالي ومكافحة الإنحرا فات، مما يُسهم في تجسيد قيم الشفافية والمساءلة وترسيخ دعائم دولة القانون الحديثة |
| Description: | Administrative corruption is considered one of the most dangerous phenomena that erode the body of public administration and hinder the path of development. To face this challenge, E-administration has become an indispensable strategic option. Possessing information and employing information and communication technology (ICT) has become the primary driver upon which nations rely to modernize their administrative systems and enhance their sovereignty.In this context, the Algerian legislator has sought to keep pace with this digital transformation through an integrated legislative framework. This system combines laws for the revention and combating of corruption with the promotion of E-governance, aiming to modernize public administration and improve the quality of public service.The importance of this transformation lies in employing precise electronic methods and smart oversight systems capable of narrowing the scope of administrative and financial corruption and combating deviations. This contributes to embodying the values of transparency and ccountability and strengthening the foundations of a modern state governed by the rule of law. |
